On February 8, 2013, Legal Aid Ontario (LAO) announced that it was implementing a new two- stream system to accommodate the new shortened refugee claim timelines.
Refugee clients can consult LAO’s country list to determine what stream applies to their country of origin.
Under Stream 1 LAO issues a five-hour Basis of Claim (BoC) certificate. If certain criteria are not met the claim is routed to Stream 2.
Stream 2 refers refugee clients to a telephone summary advice queue where a qualified LAO intake officer assesses the merit of the claim.
